WINONA, Minn. – A Rochester man, Gilbert LaRue V. Jordan, 21, faces a potential charge of driving under the influence. He had been stopped about 2:15 a.m. for running a red light at Broadway and Main streets, police said. An on-site breath test showed his blood carrying 0.13% alcohol — a failing score.
