WINONA, Minn. — Traffic on State Highway 43 across the backwaters between Winona and Bluff Siding will be narrowed to a single lane Wednesday and Thursday for crews to scrub out and seal pavement cracks. Delays will be brief and only during daylight, the state Transportation Department said.
