WINONA, Minn. – Recent rains have spared southern Minnesota from the drought that has settled into the Twin Cities area. Abnormally dry conditions have reached as far as south as Goodhue and Wabasha counties. The Twin Cities and some areas along the Minnesota River are in moderate and severe drought.
