WINONA, Minn. – Police tasered and arrested a man they described as belligerent and delusional eight blocks from the Winona hospital. The man had been on a police hold at the hospital but fled. This was about 10:20 a.m. When police found the man, Andrew Hunsicker, 28 ,of Winona, he was near Mankato Avenue and King Street. He didn’t want to go back to the hospital and began fighting, police said.  He tried to tackle one officer and bit another officer in the arm, police said. A third officer arrived and tasered Hunsicker to subdue him, police said. Officers cuffed him and took him back to the hospital. Later Hunsicker was taken jail for assault.
