WINONA, Min. – The passenger rail service Amtrak has been integrating new locomotives, the Siemens Charger, on the Empire Builder through Winona. The first ones ran the Chicago-West Coast route in February. Being phased out are P40 and P42 GE Genesis locomotives, some of which have been have been in service since 1972. The Chargers reduce nitrogen oxide emissions 89% and particulate matter 95%.
