WINONA, Minn. – A pipe burst inside the walls of privately owned student housing near Winona State University and filled a second floor room with water before crashing down a hall. Sprinkler alarms alerted firefighters about 7:30 p.m. They turned off the water. The dorm, just off Huff Street, was largely vacant for the holidays.
