WINONA. Minn – For a decade the chief budget officer at Winona State, Scott Ellinghuasen, has been uncannily on track with enrollment projectons albeut consistently gloomy. Now he sees a light at the end of at the end of a very long tunnel begininng to show. Ellinghuysen expects the feshman class next fall to be 1,225. It’s a minuscule increase – four-10ths of 1% but, at 1,225, it’s in a new direction.
