WINONA, Minn. – An emergency call was issued for a dog that bit a Winona State University student mid- morning near the campus library. Wendy Peterson, city animal control officer, said the dog was a brown medium- size adult. The dog was being walked by a woman about 30 with glasses. The dog was in a harness.
