PORTAGE, Wis. — A Wisconsin Dells man accused in a plot to kidnap Michigan Governor Gretchen Whitmer won’t be turned over to Michigan authorities at least for a while. A Columbia County judge gave attorneys until Monday to gather evidence and organize paperwork about whether to extradite Brian Higgins, 31. In the meantime, Higgins was ordered to remain in the county jail in Portage.
