WINONA, Minn. – The cops are looking for kids who are bicycling role models. Winona police have printed up “citations” for safe biking habits this summer – like wearing a helmet. The citations are redeemable for an ice cream cone at the Dairy Queen on the East End. Sponsors include the Minnesota Sheriffs Association and the Minnesota Chiefs of Police Association.
