WINONA, Minn. — Deputies took no chance on allowing Dakota Lee Jonsgaard, 18, of Winona, to get back behind the wheel of the car. Jonsgaard had droopy eyelids, bloodshot and watery eyes, and slurred speech, and the car was malodorous with marijuana, deputies said. Jonsgaard had been pulled over for failure to stop near Second and Lafayette streets about 11 p.m.
