WINONA, Minn. — Police closed out enforcement of Winona’s alternate-side winter parking ordinance with 1,658 tickets, records show. It’s believed these included 45 tag-tow-and-tow citations during a December snow storm, but data were lost in a cyber-attack on records stored on the county computer system.
