WINONA, Minn. — Police arrested an Iowa man who an Amtrak train crew radioed ahead was carrying a gun and apparently drugged up. Raymond D. Cooper, 44, of Burlington, was removed from the train during its Winona stop and taken to the hospital. This was about 1 p.m. On the train, police said they found a loaded .22 caliber pistol and a gram of methamphetamine under Cooper’s seat. Police said Cooper was dressed in all black and wearing a face mask. He was on the east-bound Empire Builder, which was already running late from the West Coast to Chicago.
Cooper. Booked for possession of a firearm and fifth-degree possession of a controlled substance.
