WINONA, Minn. – An Illinois man, Anthony Saucedo, 22, of Waukegan, was arrested after failing sobriety tests during traffic stop near Prairie Island Road and Riverview Drive. He refused to submit to a field breath test, but deputies said he had bloodshot, watery eyes and slurred speech. He was taken to the station house for chemical testing. This was about 1 a.m.
