ROCHESTER, Minn. – A man wanted on a Hennepin County warrant was found sleeping about 1 a.m. in a downtown skyway. He had a loaded handgun, police said. Arrested was Arrested was Loc Phan, 52, whom police described as homeless. A police patrol o found the man in the skyway at the Minnesota BioBusiness Center. He using his backpack as a pillow. In the backpack, police said, was a loaded 9 mm gun — a “ghost gun” with no serial number or other markings, Because of a criminal record, the man cannot legally possess a gun.
