WINONA, Minn. – Police arrested Morgan Elizabeth Witzel, 21, of Farmington, on suspicion of driving while intoxicated. Officers said she failed a field sobriety test. The stop was at Theurer Boulevard and Riverview Drive about 12:40 a.m.
