LAMOILLE, Minn. – A Winona man, Andrew Michael Gimlin, 35, was arrested after a report of a child being slapped, spanked and choked. The arrest was about 4:30 p.m. in the village of Lamoille, but the incident itself was Sunday in the 200 mostly residential block of Mankato Avenue in Winona. Police recommended charges of domestic assault, strangulation and malicious punishment of a child.
