WINONA, Minn. – A Winona driver, Noah Christian, 25, was arrested after officers checked his blood-alcohol content. The breath-test device showed 0.08% — right at at the legal threshold for impairment. Also, police said, Christian had an expired vehicle registration. The stop began for a nonfunctioning taillight. This was about 11:15 p.m.
