WINONA, Minn. – An undercover officer posing as a 14-year-old girl led to the arrest of William John Waller, 41, of Rochester, the sheriff’s office announced. Walter agreed on social media to meet the “girl” for sex. Instead, Waller found deputies waiting for him. He was referred to the county attorney for felony soliciting a child to engage in sexual conduct.
