WINONA, Minn. – Police responding to an accident found Jade Emy Kristiansen, 22, of Winona, wandering around and confused. Her car was on its side, but she wasn’t hurt. This was about 7:50 p.m. in the 900 block of East Second Street. Officers said a breath test measured Kristiansen’s blood-alcohol content at 0.20%, 2-1/2 times the legal limit.
