WINONA, Minn. – A sheriff’s deputy reported that a Winona man, Rayshun Boler, 39, tested for twice the legally allowable limit of blood-alcohol when he was pulled over Thursday afternoon at Fifth and Johnson streets. Boler tested at .16%, the deputy said. A small amount of marijuana was found too, the deputy said.
