WINONA, Minn. – When Matthew Ryan Nguyen ripped off his shirt and challenged the cops to a fight, they arrested him. The cops had been called to the Handy Corner bar, at East Fifth and St. Charles streets, because a patron was threatening to get a gun and shoot a family member, as well as everybody in the bar. Police arrived to find Nguyen outside and confrontational. Nguyen, 33, of Winona, was arrested for terroristic threats. The incident was about 10:30 p.m.
