WINONA, Minn. – A Rochester driver was arrested after a breath test showed his blood was running at .21% alcohol. Randall Ray Sveum, 68, was booked for driving while intoxicated. The arrest was about 7:20 p.m. on Highway 43 and Sugar Loaf View Road in Pleasant valley. At 0.21%, he was more than 2-1/2 times the threshold for impairment.
