WINONA, Minn., June 1, 2020 – The City Council voted 4-3 to convert Broadway Avenue from four to three lanes. The major east-west thoroughfare would be re-striped to three lanes with a shared, center left-turn lane. A bike lane would be added. Council members themselves were split 3-3, but Mayor Mark Peterson broke the tie. Voting to continue the project: Pam Moeller, Eileen Eyden and Paul Schollmeier. Voting against: Michelle Alexander, George Borzyskowski and Al Thurley. Proponents cited safety studies suggest the conversion would reduce accidents without increasing congestion. Council member Al Thurley of Ward 1, which would be affected, said most of constituents see the change as “a solution in search of a problem.”
