WINONA, Minn. – Police stopped Noah Alan Milks, 21, of Adams, because, they said, a headlight on his car was out. Then, they thought, a blood-alcohol test might be in order. It showed .08% blood-alcohol content — just over the brink of state law for drunken driving. Milks was arrested. This was about 1:50 a.m. near Sarnia and Winona streets.
