WINONA, Minn. — The Winona City Council voted 6-1 to draw down its street repair budget to return federal funds for planning the now-aborted Broadway lane-reduction project. The draw-down means that 15 blocks of scheduled resurfacing will be put off another year. Public works director Brian DeFrang said he will work out details soon Being lost is $300,000 that the federal government had advanced for planning the Broadway project. The Council abandoned the Broadway project in January, meaning the $300,000 in federal planning money needed to be sent back.
