WINONA, Minn. – The Winona City Council voted 4-3 to scrap a lane-reduction project for the major east-west Broadway through the city. The vote killed the project, which had been recommended by engineers as a safety measure but which roused local opposition. The vote:

>To scrap: Michelle Alexander, at-large; George Borzyskowski, Ward 4; Aaron Repinski, at-large; and Steve Young, Ward 1.

> To proceed: Pam Eyde, Ward 3; Eileen Moeller, Ward 2; and Scott Sherman, mayor.

The project would have reduced 26 blocks of Broadway from four lanes to three from Sioux Street to Mankato Avenue.
