OTTAWA — Canada is working closely with the United States to stop smuggling and to discourage people “taking unacceptable risks, ” Prime Minister Justin Trudeau said at a new conference after after a family of four froze to death at the Manitoba-Minnesota border. “We are doing all we can to discourage people from crossing the border in an irregular or illicit manner,” Trudeau said. “There are great risks in doing so.” The family, from India, became lost in a blizzard crossing south out of sight between ports of entries. They were part of a larger group trying to enter the United States.
