WINONA, Minn. – With winter approaching, citizens at a League of Women Voters forum expressed perennial objections to Winona’s alternate-side parking rules to facilitate plowing. Mayoral candidate Jovy Rockey said St. Paul might be viewed as a model. St. Paul, she said, closes east-west streets first, completely clears them, and then allows normal parking. Then crews proceed then to north-south streets. No candidate at the forum favored repealing the current Winona ordinance. Mayoral candidate Scott Sherman suggested plowing the snow into the middle of the street, rather than just one side at a time, and then removing it. One resident called tickets a ploy for the city to generate revenue. Responded Third Ward City Councilmember Pam Eyden: “The city does not actually make money on this.”
