ALBERT LEA, Minn. – The city director of public safety, J.D. Carlson, said the Freeborn County attorney will assess the facts in the armed standoff at Shady Oaks apartments  to determine what’s next legally. The shooter, Devin Matthew Weiland, 21, surrendered late Sunday morning after nine hours. Weiland himself was wounded. So too were a police officer and two other men.
