WINONA, Minn. – A Winona woman, Sarah Jorgenson, 38, skipped out without paying for a pack of cigarettes, a Kwik Tip employee told police. Police spotted Jorgenson in her vehicle nearby. Police took her for intoxication and theft. The incident started about 10:15 p.m. at an East End Kwik Trip at Sixth and Mankato.
