WINONA, Minn. – The City Council approved a deal with the California company Bird Rides to rent e-scooters for people to, well, scoot around the city. Initially 25 scooters will be available and eventually 100 if the service takes off. said Bird Rides. There will be rules:

> Riding only on streets, not sidewalks or in parks.

> Available only March through October.

> A driver license required.

 > Riders under 18 must wear a helmet and have parental consent.

> Maximum speed: 15 mph.
