WINONA, Minn. – In the political red sea of southern Minnesota, Winona was among a few blue islands in the 2020 election. All 16 Winona precincts went for the Biden-Harris Democratic presidential ticket. Margins ranged by precinct from 54% to 69% over Trump-Pence. Beyond the city limits, in smaller municipalities and rural townships, voters went consistently Republican. The village of Altura was almost 78% for Trump. Utica Township was 77% for Trump.

Across the 1st Congressional District, which spans the state from the Iowa border north, the urban-rural divide was the same. The district was all red except for Mankato, St. Peter, Rochester and Winona.
