WINONA, Minn. – Police spotted a 20-year-old man walking away from the downtown bar district with a traffic warning sign from the torn-up Second Street construction project. This was about 12:10 a.m. in the 350 block of West Second. Mason Davis Krage, 20, surrendered the sign and accepted a ticket for under-age consumption.
