WINONA, Minn. — A Winona man, Quillin Gregory Nixon, 26, was stopped for speeding but then looked so drunk that deputies arrested him for drunken-driving even though his blood-alcohol content was only 0.06%. The break-off point for impairment under state law is 0.08%. Even so, deputies concluded that Nixon shouldn’t be driving. His eyes were bloodshot and watery and his speech was slurred, they said. The usual field sobriety tests, like walking straight, didn’t look good. They drove Nixon to the jailhouse. This was about 1:30 a.m.
