WINONA, Minn. – A Minnesota City man clocked at 75 mph on Fifth Street finally stopped with police in hot pursuit. Arrested was Jacob Richard Hengel, 18. This was abut 3 a.m. Police quoted Hengel as having downed shots of vodka. How many? Hengel’s blood-alcohol level, police said, was 0.21% — 2-/12 times the legal definition of impairment. The chase began at a Kwik Trip and ended about 3 a.m.in the parking lot at Winona Mall. Hengel was booked for drunken and reckless driving. He wobbled when standing and had bloodshot, watery eyes and smelled like a gin mill, police said. The speed limit on Winona streets is 30 mph.
