WINONA, Minn. – A Winona woman, Chrisandra Dee Donnell, 52, whom police had concluded was drunk, was arrested driving 20 minutes later. The arrest was in the downtown bar district at Third and Washington streets about 11:50 p.m. In her first encounter with police, Donnell said he was going to get a ride, but then didn’t feel like waiting and decided to drive herself, police said.
