WINONA, Minn. – Police broke up a fight between two women on the 750 residential block of East Mark Street and arrested Tamara Brooks, 24, of Winona. She was charged with domestic assault. When police arrived, they said, there was a third person trying to separate the women. Police had been summoned about 1:10 a.m.
