WINONA, Minn. – A Winona man, Matthew Ryan Anderson, 27, was arrested on suspicion of domestic assault. Police were called about 1:50 a.m. to Sugar Loaf Apartments in the 350 block of East Sarnia Street. Anderson was booked for third-degree assault, domestic assault by strangulation, and false imprisonment.
