WINONA, Minn. – Police stopped a Winona motorist, Passion Rakeema DeAndre-Perez, 30, for not using turn signals and followed up with a breath test. Her breath showed blood-alcohol content at 0.11%. Too much, police said. They took her in on a tentative charge of impaired driving. This was about 9 p.m.
