WINONA, Minn. – It wasn’t exactly a warm and fuzzy greeting that dozens of motorists found tucked under their windshield wipers. On the first night enforcing the the alternate-side winter parking ordinance, police wrote 151 tickets. The fine: $25.  The ordinance actually went into effect Friday, but the first few nights were too busy with priority police calls for parking patrols. Sunday was slower.
