WINONA, Minn. – The question is being asked whether the City Council bears at least some culpability for two recent car-pedestrian accidents on the core Broadway Avenue route from one end of Winona to the other. Last February the Council voted 4-3 against narrowing Broadway and adding flashing lights and signs on a new median as well as adding several bump-outs at intersections with a record of accidents. Critically injured on January 20 was a college student crossing at Washington Street and on Wednesday a man crossing between crosswalks at the Far East End. The Council decision a year ago was also costly, requiring that $100,000 in already-spent state planning money be returned. The main argument against the project was that some Broadway residents complained that they would be inconvenienced. Not counting the most recent accidents, there have been 13 accidents on Broadway since 2009.
