WINONA, Minn. – The Winona County Board voted 3-2 to conduct a public hearing on a proposed ordinance that would allow the Board to require face-coverings as a Covid precaution. In favor: The usual majority of Marie Kovecsi, Chris Meyer and Greg Olson.  Against: The usual two-person conservative lesser-government coalition of rural commissioners Steve Jacob and Marcia Ward. Meyer, who represents the East Side, expressed concern about protecting children at a time when they aren’t yet eligible for vaccination.
