WINONA, Minn. – A Rochester man was charged on four counts of criminal vehicular operation for a March 2021 crash in which two people were injured. Javon Nicholas Kunkel, 24, who also was injured, was drunk when it happened, the county attorney said. The crash was at the Highway 16 intersection with Pulzer Street. A State Patrol reconstruction of the accident found Kunkel was driving 78 to 82 mph in the 40 mph zone.
Kunkel. At North Central College in Illinois he was champion athlete: 23-feet-3 in the outdoor long jump and 42-feet-1 in the triple jump.
