WINONA, Minn. – Part of a backlog of COVID-19 cases in Minnesota Health Department files was assigned to Winona County, raising the county’s pandemic total to 828. The increase –101 — included only 11 from Winna County itself. The other cases were from samples that were taken as early as June. The state Health Department offered no detail to explain the backlog. County health officials denied that the backlog was due to issues at the county level.
