WINONA, Minn. – The state Highway Department is closing Mankato Avenue for nine hours overnight to install a new culvert for the Gilmore Creek outlet out of Lake Winona. Traffic will be detoured on a byzantine 20-block route on Frontenac Street, Louisa Street and East Sanborn. The construction is part of a new circle intersection being built at Mankato Avenue and Sarnia Street. The detour will be in place from 8 p.m., Monday, to 5 a.m., Tuesday.
