WINONA, Minn. – After receiving a report of a pickup driver slumped behind the wheel on West Third Street, police found Paul Garfield, 42, of Winona, walking away from the vehicle. They recognized him as wanted on a warrant regarding a domestic complaint. They then discovered he was carrying a small baggie of heroin. They took him to jail. This was about 1:20 p.m.
