DAKOTA, Minn. – A Dakota driver was stopped for speeding and hen arrested for signs of significant impairment. Patrick Owen Coughlin, 48, was charged with drunken driving Police said the alcohol level in Coughlin’s blood was 0.22%, exceeding the allowable max almost three times. The arrest was about 1:55 a.m. at County Road 12 near Riverview Drive.
