WINONA, Minn. – After a hit-and-run accident deputies arrested Matthew John Gilmore, 38, of Minnesota City, a few blocks away.The stop was at Fifth and Olmsted streets. The deputies reported that Gilmore had bloodshot, watery eyes, was very talkative, and had exaggerated movements. Also he failed field sobriety tests. This was about 1:30 a.m.
