WINONA, Minn. – A Winona driver was stopped for speeding, but after the deputy detected alcohol impairment the driver was arrested for drunken driving. Dustin Orvin Fahl, 42, had a blood-alcohol level of 0.15%, according o a breath-testing device. The legal limit for driving is 0.08%. The traffic stop was about 11:05 p.m. at Franklin and Howard streets.
